The Capacity Development and Operator Certification Analyst leads the review and enhancement of the Capacity Development Strategy in alignment with EPA guidelines, while developing tools and guidance to facilitate the improvement of technical, financial, and managerial capabilities for public water system owners and operators. They will coordinate with EPA, third-party service providers, and internal staff to streamline capacity development efforts and technical assistance referrals. They will oversee the maintenance of the DEQ "System Classification and Supervision Requirements" website, while ensuring all quality control and operator certification reports are compliant with EPA standards. They contribute to the development and maintenance of a comprehensive sanitary survey training program and assist in performing audits on sanitary surveys statewide. Qualifications

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four year bachelor's degree AND at least four years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature. Alternatively, possession of a master's degree in any of the above fields AND at least two years' professional experience managing and implementing, or overseeing projects that are environmental in nature.
